#Housing2030 and UN4Kharkiv – UNECE Workshop Affordable, decent and healthy housing

The workshop is organized in the framework of the project “UN4Kharkiv: Integrated Rehabilitation of Settlements (Territories) in Ukraine with a pilot project in the city of Kharkiv” implemented by the United Nations Economic Commission for Europe and as a side event to the workshop on smart sustainable cities within the Tirana Architectural Week. The above mentioend project supports efforts of the national and local governments in Ukraine for planning of and preparations for rebuilding of cities based on the “building back better” principle.

It focuses on the pilot city of Kharkiv where the city government with the support of the renown architect Norman Foster, the Norman Foster Foundation, ARUP Berlin and other international experts is developing a new Master Plan for the city of Kharkiv. The destruction caused by the war has affected nearly every area of the city of Kharkiv. According to the city government, at the end of June 2022, 3,482 residential houses were destroyed and over 150,000 people required access to housing, including inhabitants from Kharkiv as well as internally displaced persons from the war zone in Ukraine.

The workshop will

  • Discuss legal, institutional, financial and technical challenges to providing affordable decent housing, both emergency housing and long-term affordable, decent and healthy housing;
  • Present international practices of the provoision of affordable, decent and healthy housing especially in crisis regions;
  • Formulate recommendations for approaches to provide access to people in cities in Ukraine to affordable, decent and healthy housing which would also support the implementation of the Ukrainian National Recovery Plan.

The workshop will build on expertise of UNECE, the Norman Foster Foundation, ARUP Berlin members of the UN4Kharkiv Task Force which includes representatives of twelve UN agencies active in reconstruction efforts in Ukraine. The workshop will include a presentation on the #Housing2030‘s study with its toolkit on affordable climate-neutral housing.
